Hashim Hassanu is a seasoned Project Management and Research professional with over a decade of experience delivering large‑scale surveys, impact evaluations, and program implementation across Nigeria and global cross‑country initiatives.
He has successfully managed complex field operations for leading international organizations including the World Bank Group, UNICEF, Helen Keller International, the Gates Foundation, UC Berkeley, and Princeton University. His portfolio spans health, nutrition, water and sanitation, education, and social protection, with projects ranging from randomized controlled trials and post‑event coverage surveys to national impact evaluations and childcare studies.
Hashim specializes in translating technical research protocols into high‑quality field operations. He has led geographically dispersed teams, overseen recruitment and training of hundreds of personnel (experts, trainers, coordinators, supervisors, enumerators and research assistants), and implemented robust systems for supervision, electronic data collection, quality assurance, and client reporting.
He holds an MSc and PGD in Project Management from Nasarawa State University, Keffi, and an HND in Computer Science from Kano State Polytechnic. Fluent in English and Hausa, Hashim brings deep contextual knowledge of Nigeria’s research environment, particularly in Northern Nigeria.

Mr. Sani Ali GAR

Sani Ali Gar served the National Population Commission of Nigeria for thirty-five years, retiring as Director, Population Management. Across that career he worked every level of the survey production line — interviewer, field supervisor, field coordinator, monitor and trainer — before directing national surveys in his own right, and that progression is the reason he can specify a field structure that actually functions rather than one that only reads well.
He has served as Principal Investigator, Project Director or Survey Manager for national surveys including the Nigeria Demographic and Health Survey (NDHS), the Nigeria Malaria Indicator Survey (NMIS), the Nigeria State Health Investment Project (NSHIP) and the Nigeria Education Data Survey (NEDS), and as Acting Country Director for the 2011 Liberia Malaria Indicator Survey.
In consulting practice he served as Project Director at Data Research and Mapping Consult Ltd for USAID's Maternal and Child Survival Program evaluation of community referral of newborns for immunisation in Bauchi and Sokoto States (2017–2018), and for the USAID Integrated Health Program baseline assessments in Bauchi, Kebbi and Sokoto States (2020) and in Ebonyi State and the FCT (2021). He was Principal Investigator for the evaluation of the Bill & Melinda Gates Foundation's investment in Group Antenatal Care in Kaduna and Kano States (2023–2025), and Technical Advisor for Operations and Mobilisation on the Gates-funded Zero-Dose Study in Kano State (2025).
Relevance to this assignment. He is the answer to the technical competence that Section 9.1 seeks. National-scale household enumeration, mortality measurement, maternal and newborn health research, recent Kano State operations, and Hausa-language field leadership sit in a single, contactable, personally committed individual.
Mr. Enema UMORU

Enema Umoru is a finance and management professional whose career was built in commercial banking — across Sterling Bank, Ecobank and United Bank for Africa, where he served as Branch Manager. His background spans business-office financial accounting and reporting, cash-flow monitoring, budgeting and compliance, financial modelling and strategic planning, complemented by programme management roles in the public and development sectors.
He holds day-to-day responsibility for the firm's operational delivery, client relationship management and the integration of the technical, workforce and fiduciary pillars into a single accountable service.
Relevance to this assignment. A branch manager's instincts about cash position, payment discipline and reconciliation are exactly the instincts required to fund a two-hundred-person field payroll month after month in advance of tranche reimbursement.
Mr. Mustapha BELLO, ACA
Finance, Grants and Compliance Lead

Mustapha Bello is a senior operations, finance and grants manager with more than sixteen years directing multi-sector development and emergency programmes across Northern Nigeria. His expertise covers donor compliance, complex procurement, and financial stewardship, with a record of delivering value for money across USAID, FCDO and US Department of State-funded initiatives.
He has managed the full grants cycle — planning, pre-award, negotiation memoranda, risk assessment, agreement, implementation and close-out — together with financial reporting and analysis, budgeting and budgetary control, procurement management, and the design of cost-effective operational frameworks. He has built institutional financial capacity for civil society organisations and government entities across health, education, livelihoods and inclusion programming.
Relevance to this assignment. He carries the fiduciary requirements of Section 4.4: segregated accounts, disbursement documentation, monthly bank-reconciled reporting, statutory remittance and audit response — under a chartered accountant's professional obligation, in a donor-audit environment he has worked in for sixteen years.
Ms. Joy Chidinma NNADOZIE

Relevance to this assignment. Recruiting, assessing, contracting, certifying and retaining approximately two hundred field personnel across six rural LGAs inside a two-month Phase 2 window is a large-scale recruitment problem with a hard deadline. That is the problem she has spent her career solving.

Relevance to this assignment. Secure electronic personnel files with access control and backup, onboarding documentation for two hundred staff, training coordination and competency registers, and timesheet administration — the administrative infrastructure Section 4.3 requires and on which payroll accuracy ultimately depends.
